Before you start

  • The target vehicle must belong to a registered public transport SACCO, limited liability company, or corporate transport union approved by the NTSA.
  • The vehicle must hold a valid, active Motor Vehicle Inspection Certificate showing a "Pass" grade.

  • Scanned color copy of the vehicle's electronic Logbook.
  • A formal introductory and routing clearance letter from your registered Transport SACCO or Company.
  • Valid commercial vehicle comprehensive insurance policy document.
  • Active NTSA vehicle inspection certificate number.

Questions

Can an individual vehicle owner apply for an RSL independently without a SACCO?
No. Under the NTSA public transport regulations, individual owners cannot get an RSL. Every commercial passenger vehicle must operate under a licensed transport operator, company, or SACCO holding a minimum fleet of 30 active vehicles.
What happens if my vehicle fails its safety inspection mid-year?
If a vehicle fails an inspection or drops out of mechanical compliance, its RSL status is suspended automatically on the database. It will only reactivate once the vehicle passes a re-inspection.
